And so the voters have spoken. White House press secretary Robert Gibbs told reporters today that voters went to the polls in Virginia and New Jersey to work through "very local issues that didn't involve the president." The presidential spokesman said “voters were concerned about the economy.” That’s not all, because most ordinary people I speak to are also concerned about their jobs.
Automatic Data Processing reported that private-sector employers cut 203,000 jobs in October. Yesterday, Johnson & Johnson announced plans to cut 6% to 7% of its global workforce and today Microsoft announced the elimination of 800 jobs.
As the US exited four quarters of negative real GDP “growth” the 2009 recession officially came to an end when, according to the Bureau of Economic Analysis, real GDP growth for the quarter reached 3.5%. But even as the recession officially ended US workers still need to be concerned about their jobs. Some economists estimate that US unemployment will peak at 10.5% sometime during 2010.
All of this is the backdrop, as the U.S. Senate’s Environment and Public Works Committee (EPW) takes up the Clean Energy Jobs and American Power Act this week. The University of California at Berkley estimates that comprehensive energy legislation, such as proposed by this bill can create as many as 1.9 millions jobs between 2010 and 2020.
A proposed rider to the bill, supported by nearly 200 businesses, labor, civil rights, and environmental groups would require an investment in energy-efficiency equivalent to at least one-third the value of the allowance allocations given to electric utilities. This group of organizations estimates that the adoption of this energy-efficiency provision would help create more than 900,000 to 1,000,000 new jobs by 2020 in construction, energy service, building maintenance, and operations.
Time is running short for adoption of this, or any US climate legislation, before December's crucial global Climate Conference in Copenhagen in Denmark, which starts on December 6, 2009. The summit is aimed at a global treaty that will cope with carbon emissions and their impacts, and encourage a switch to cleaner energy after 2012, when the current Kyoto Protocol ends.
President Obama's Democratic allies are split on the issue, with some worried about the possible impact on indigenous home-state industries, while his Republican foes have voiced concerns about the cost of such legislation to the average tax payer.
The 2008 elections saw President Obama swept into office with a mandate for change, while the 2009 elections saw the same desire for change; albeit with many incumbents voted out of office. If Congress is not serious about creating a pathway for major job creation, as well as addressing critical climate change issues, then our current political leaders should expect major voter reprisals come the mid-term 2010 elections. You can bet on it!
